Purposes: The construction of the problems presented in this journal is relates to legal regulations relates to the construction of a legal political paradigm and rural land consolidation management to improve the economic prosperity in Batam City. The next problem is how to implement legal politics and management of rural land consolidation to improve economic prosperity in Batam City. While, the other problem is to analyze related to the constraints of the implementation of rural land consolidation to improve economic prosperity in Batam City.

Methods: The methodology approach focuses on the type of normative law writing, and is supported by sociological (empirical) writing, and to analyze it using qualitative analysis.

Findings: From the results of this journal, it turns out that the implementation of rural land consolidation in Batam City has not been carried out properly, so that the realization of efforts to improve the economic prosperity of rural communities in the Batam City area is too late and uneven. In this section the writer recommends that the implementation of rural land consolidation applies Jeremy Bentham's theory of Utilitarianism (happiness theory), and abolish the payment of the Authorized Annual Compulsory Money fees, this is intended to create a sense of happiness in the community.
